35) Dental practitioners against insurance companies

The Order of Dentists (OMD) filed complaint to the Competition Authority against some health insurance benefits for medical care "or below cost, or free." For dentists, is concerned public health.
On release, the OMD says that between situations that are detected "consultations, emergency, x-ray, cleaning and extractions of teeth for free." According to the Order, the situations detected challenge the public health. "The existence of medical treatments where dentists are paid far below the minimum costs required for their implementation conditions, therefore, the adequate provision of oral health care," explains the Order of Dentists. The institution ensures defend "a functioning free and competitive market in health," but stresses "so intransigent preserve the interests of consumers and providers of health in the quality of services and goods that are available."

It is not know whether the provision of "consultation, emergency, x-ray, cleaning and extractions of teeth" is done free of charge to patients or to the insurers. I think there is lack of clarification.
Taking this request, I would also like someone explain how it is done the supervision of health care oral offered by insurers in Portugal.
