456. Launch of the "Gang of Good Portugal", Monday, June 14 at 19:30

Personal note:

Several times I thought we should publish the post. Unfortunately for me, EDP is the niche companies purely capitalist and without serious social vocation, which leads me to question the real interest of the good guys in doing projects with this entity (give me decides to go patronage here in a desperate attempt to escape the EDP taxes, if so, then we are witnessing the worst feasible patronage in Portugal).

Do not put into question the willingness of the good guys to take the oral health status where the Portuguese failed completely and the professional sector cover their eyes, trying to leave everything as is and so everything continues exactly the same.

Lamenting the fact that the government take our taxes to pay for the training of dentists who will never be available to those who need it most (the ethics in this case does not account for many oral health professionals, does not account for the Directorate - General Health , nor for the Ministry of Health, otherwise they would have trained dentists to work in the NHS for a minimum of 2 / 3 years to make up their training at the expense of our taxes), now see scares me see this type of project involving multinational corporations, allied to big business and exploitation of cheap labor, while providing us with the most expensive electricity in Europe (everyone remember the scandal last year, when the EDP blatantly intended to increase the price of electricity).

If not enough, also mean that I myself have also been a victim of scandalous by EDP, as having been held open competition for admission of human resources and I have been in first place in national competition, I look forward to 20 years be integrated in the company (unfortunately I did not have a sponsor within the EDP).

This list, summarized, illustrates a set of awards under the programs implemented by the Oral Health Directorate - General Health. A careful reading of the data and especially for those to whom services were awarded raises a series of questions regarding their procedure taking into account the ratio of these entities and slashing the budget involved.
It is astronomical sums, finite resources collected from the taxes paid by each of us and have no reasonable explanation of the purpose for which they were intended, as in any of the contracts are broken all acts involved oral medical treatments to children or other patients. It is very large hundreds of thousands of euros that could have been channeled to address the oral health of many thousands of people who are outside any access to oral health care.
For each of the funds, we have some curiosity to know the justification found for their realization. The funds number 1, 2, 3 and 6 imply that were used to pay for advertising to private television channels; do not understand spending resources on private television channels when the Portuguese full support with their taxes, two channels public television, as well as various regional and international channels, which send many hundreds of hours per week (enough to have opened a small space a few minutes every day in their schedule and they would have saved hundreds of thousands of euros of public money ); I do not think there is any requirement of public funds have to financially support private interests of media (at least that I have no knowledge public).
The funds number 4 and 8 do not have good reason, because you can not conceive that a public already subsidizes other public entity supported by our taxes. Furthermore, RTP does not seek to obtain any profits and their funding can never be at the expense of diverting funds from the oral health of children (act immorally accepted).
The budget number 7 would have been largely spared if you have invited, by public tender, the realization of the spot next to schools; many hundreds of audiovisual courses in secondary schools, vocational or higher education would equal or better for much less and very commitment by the actors involved.
The money numbers 9, 12, 13 and 14 leads to the question about the existence of computer centers in public administration, surely endowed with the best material and human resources in Portugal; in addition, something that we need to develop software for the program implementation? Simple computer resources on the Internet free enough and have the same range, with no need to invest financial resources escassíssimos and without any complications.
Funding 10, 11 and 16 are back to be contracted out (and curiously always the same!); If they were made in existing printers in schools or universities would also be the same price? And as high amount would not have justified a public tender?
The number 15 is extraordinary budget: payments to a television channel closed, inaccessible to the overwhelming majority of its population. Obviously without comment.
The funds number 17 to 26 suggest that there is a lack of human resources in the Regional Health Administration of the Algarve to do the homework.
For all these reasons, I submit this post to the Court of Auditors.
In conclusion, I know the investment of public funds in this Blog, throughout its existence - any money.

454. Cavities are more likely in children who do not take breakfast

A study of Vital Dent Clinics reveals that children between two and five years, who do not take breakfast in the correct way to present a risk four times more likely to have cavities compared to those taking a balanced breakfast. The study also reveals that half the children who have a proper breakfast, not brushing your teeth after eating foods high in sugar.

A large number of children go to school without taking breakfast without the parents understand the serious problem this may cause, not only in school but also in oral health. On the one hand, many children who skip the first meal of the day tend to eat between hours, sugary foods, increasing their risk of developing cavities.

On the other hand, it is normal for parents, due to lack of time and the impatience of children, calls for solutions easier and more attractive as consumer-friendly products, but high in sugar. There is a lack of time, it still adds the fact that kids do not wash your teeth after eating these foods.

According to the latest study conducted by Vital Dent Clinics on oral health for children, only one in five children (57%) say they brush their teeth after eating foods high in sugar, while 30% say they do it only once in a while and 13% never.

Do not forget that sugar is the greatest enemy of our teeth as plaque turns it into an acid which destroys tooth enamel. When this cover is disappearing gradually softening for its leaves to protect them and allows the bacteria in the mouth causing caries attack and therefore pain.

Children's education as the best prevention - education based on healthy habits and monitor what children eat helps protect them against decay. If you take the early breakfast properly, the body will get used to it and will require a good breakfast every day, preventing the extreme consumption of sugar.

It is important to create the smallest habits for a healthy diet. We recommend it for the snacks, children who consume fruit juices or fruit and a few sweets, advises João Azevedo, dentist Vital Dent Clinics. In addition, to prevent cavities is necessary for parents to teach children to brush their teeth after meals. Using a soft brush, floss and toothpaste rich in calcium and fluoride should not miss the daily cleaning of the smaller adds.

Vital Dent Clinics, such as oral health experts recommend that children take a full breakfast and balanced, composed of dairy foods, carbohydrates and fiber, protein and fruit.

453. Crisis brings thousands to treat teeth in colleges

The crisis is leading more people to seek dental treatment made by students in colleges at reduced prices. Last year, there were more than 65 000 queries only in Lisbon and Porto.

In the Faculty of Dental Medicine, University of Porto, the price of consultations varies between 15 and 25 euros. But the same crisis that leads more people to these services means that many here also begin to avoid the more expensive treatments.

On the third floor of the School of Dental Medicine, University of Lisbon (FMDUL), almost only hear the noise of the equipment of more than one hundred students of the fourth and fifth years. Patients appear rested in the hands of students: the intervention starts only after an assessment of the clinical history and each new step is only given after approval of the teacher.

There, held annually around 40 000 consultations. No one can pass to the next stage without being checked and signed by us, explains the Rosário Mexia, one of the assistants of the Faculty of Dentistry. The teacher was part of the first class of students and ensures that faculty who have never seen anything serious.

In Porto, the clinic director, Paulo Melo, remember that students start at the simplest acts and as they gain experience and knowledge going forward. In 2009, there were about 25 000 consultations.

In schools there is a moral obligation to provide excellent service to the community, says the president of the student association FMDUL, Diogo Monteiro. Without the pressure of commercial clinics, dentists may further discuss the history and appeal to various specialists who are full professors, assistant professors, he stresses.

Maria do Carmo Silva, 48 years old, found this service for three years. I have been through several hands and I have no reason to complain. They are friendly and very concerned. I've done here some treatments are so complicated and careful than ever to connect me to know how I'm reacting.

The issue price is also an asset. Queries are much more economic and, in times of crisis, it also has, he admits.

452. Dentists are associated with pediatric oral health

In 2008, young people under the age of fifteen, on average, three decayed, missing or filled. An average high, which results from the very lack of prevention in children. Alert pediatricians to oral health is the aim of the Society of Pediatric Dentistry.

The first Iberian congress this subspecialty of dentistry intended to give some light to pediatricians, doctors, dentists and dental hygienists on how best to deal with the little ones. The oral health of Portuguese children is improving, but there are data that fall short of targets set by the World Health Organization and the levels achieved in the Nordic countries, for example, explained to JN Luis Pedro Ferreira, vice president of the Portuguese Society of Pediatric Dentistry.

The meeting was aimed precisely for that alert. Created a year ago, the company has teamed up with former Spanish counterpart to take the city of Porto several international experts in pediatric dentistry. Yet the idea persists that it is not necessary to treat the teeth. It's a huge mistake. If the occlusion is not balanced, for example, will constrain the growth of the jaw bone, it will create problems chewing at a time when children have to absorb as many nutrients and can also create problems of diction, the dentist explained that if sub specialized in Barcelona.

Is that the milk teeth appear between six months and three years old and just beginning to be replaced at six, with the remaining permanent teeth for another six years. Any infection can easily affect the permanent tooth. The Portuguese situation has improved with the implementation of the National Oral Health and admits Luis Pedro Ferreira, gained new momentum with the expansion of dental checks for children.

450. Turma do Bem in Portugal, by Oral Health

First of all, congratulations on the excellent blog Oral Health - Health Oral Health in Portugal: news and reviews that bring to light the reality that lies in the oral health of Portuguese. For the same reason, I am grateful for the tremendous source of information and intelligence about the reality of this.

But I write to say that Turma do Bem, whose mission is to change society's perception on the issue of oral health and dental class in relation to social and environmental impact of its activities carried on through our main project, the Dentista do Bem. Founded by a dentist in 2002 in Brazil, a country where the people also suffer from lack of quality public services and the other option are the private dentists: a professional class exploited and undervalued.

Through this innovative project volunteer networks, recognized internationally, we change this reality, little by little: since 7000 are free dentists serving 12,000 children. And other projects such as the Liga do Dentista Limpo or the Dentista Verde bolster and inform our Dentistas do Bem on important issues, run over to everyday life.
Below are links of our documentaries that reflect our struggle and can be viewed on Youtube:

We are expanding internationally, we are already present in eight other Latin American countries and with the support of the EDP Foundation, we are implementing the project in Portugal since March. I would love to know the author or the author of the blog, and be able to present our challenges, I believe to be the same blog Oral Health.

448. SCHOOL DR. FRANCISCO FERNANDES LOPES (OLHÃO): Final product not approved

As has been said many times here on the blog throughout the year, the final product (at least officially) Oral Health of the project was the deployment of machines that provide toothbrushes and toothpaste in the bathroom of the school. The proposal was the executive board, however, for monetary reasons, this was not approved.

As such, this product will not be done already. The group will leave everything ready for that one next year, the machines can be put in school.

Extremely distressing and desperate to see a project to stay in the drawer when it comes to something that came out and worked by them. It is unfortunate that the authorities including the Regional Education Directorate of the Algarve and the Directorate - General for Health, make a clean sweep of youth initiatives and do nothing for this initiative is implemented on the ground and is an innovative project at the national level, extremely shameful attitude that these institutions are having with these young people.

However there are already tens of billions of euros in modernization of school because it is money they can be distributed to the civil contractors, whereas the oral health of children and young people can stay for the next generation, for our children's children .

This is what politicians and governments have to provide our young people.

447. Dental checks to pay for professionals

The promise was not fulfilled. The dentists of the North are still waiting for payment of most of the queries given in the context of the National Oral Health. Although there is money. The chaos only regularize the services in June.

The assurance given even very recently by Assistant Secretary of State and Health was that the payment of dental checks to the professionals who treat patients referred by health centers would go on track days in the past thirty-first of March The argument to justify the delay in payment, which has dragged since October, was the inability of the regional administrations of Health (ARS) and North Center to handle the volume of requests.

The truth is that the ARS Center solved the problem but not the North. Lack of staff was the excuse, at a time when payments declined requests for treatment for children integrated in the National Oral Health Promotion (PNPSO) in May 2009. The checks were delivered between July and August, resulting in an excess volume from September. It was necessary to use external services to help manage the payments.

According to Paulo Melo, secretary general of the Order of Dentists, the situation is only beginning to be solved. From October to March were validated 59,148 dental checks, and sent to the providers billing for the 12,486 checks. The last payments relate, mostly, the billing of December, said Paul Melo. The very backwardness led doctors not to send the invoices. The accumulated debt is 285 400 euros, with a promise of settlement next week.

Only, however, accumulate checks issued since January. The official statement, said the manager, is that the standardization of payments (30 days) will be a reality in June. Already we feel the secretary of state that the promise was not fulfilled, although there is a sign of improvement. At the Center, with less volume of orders, hiring staff solved the problem, subsisting only occasional situations of minor delays. In other ARS, there was no problem.

The PNPSO allowed access to oral health care to some sections of the community through the delivery of € 40 vouchers for treatments private clinics that have joined the program. He began by covering the approximately 65 000 pregnant women annually tracked in Health Centres (not extend to those opting for private) and elderly beneficiaries of the solidarity supplement, a group whose membership remains as weak, due to difficulties of information for themselves and crossing data with Social Security. Last year was extended to children aged seven, ten and 13 years. With nearly 30 million allocated this year, PNPSO soon extends to patients with HIV.

If the Health Ministry and the Directorate - General Health wreak havoc treat such a small percentage of children and adolescents, then picture yourself as walk the rest of the Portuguese population in terms of oral health.

It was good that the Health Committee of Parliament established the chaos that is responsible for oral health in Portugal, the Portuguese tax payers to pay for work done by Members and wish to be clarified why the oral health does not work in Portugal.

446. Azorean Government invests in school health

Children and young Azorean up to 18 years, will now be subject to periodic health exams, starting next school year, as part of a school health program promoted by the Government of Azores.

The Regional Health School of Health and Children and Youth was presented today at the Auditorium of the Francisco Ornelas da Câmara Integrated School House, built in celebration of World Health Day On the occasion was also signed a protocol between the Regional Offices of Health and Education and Training, establishing mechanisms for cooperation to implement this innovative program, which contemplates the realization of several tests for detecting recurrent disease in such areas as oral health, obesity, vision and hearing.

It is intended to instill in students Kindergarten to Secondary powers of autonomy, responsibility and critical spirit necessary for the adoption of behaviors and lifestyles. The Department of Health will ensure that the Health Units include health promotion in schools in their business plans, while the Regional Secretariat for Education and Training undertakes to carry out a reorganization of programs in primary and secondary, in view of development of health education in school projects and class.

Will be formed 17 teams of school health, which include a doctor and a nurse on the basis of 24 hours per week for each group of 2500 students. They may also include, these teams other health Health and Education. The Regional Government, to intervene in the prevention and diagnosis, you will contribute to the health and welfare of our children, and simultaneously, it is expected that it will substantially reduce the social and economic costs arising from screening and treatment late, said the Regional Secretary for Education and Training.

For this project Lina Mendes health school has to function as a contribution from the Government to safeguard the health of younger populations, although it does not override the role of families and carers, who are primarily responsible for the main health of their children / students.

At a later stage it is the intention of the Regional Secretariat for Education and Training to create a database to ensure that each student in the Educational System of the Azores has a personal record, which includes not only information on their schooling, but also data on their health. According to Lina Mendes, this record will significantly improve levels of school management, since, for example, when a student change schools, the new educational establishment will have immediate access to the entire school history and health of the student who receives.

Secretary to the Regional Health Plan we have a great range in terms of prevention and, perhaps, one of the most solid investments in health. According to Miguel Correia many of our children and our youth are overweight, poor diet and little physical activity practice. Furthermore the constant threat of dependency will seriously jeopardize the full adoption of healthy lifestyles.

We want our children to be seen regularly by a doctor that their health parameters are evaluated periodically, that our young people know more about health, cooking know fast food, fun and healthy, he said.

No one understands that these projects are not national in scope and restricted to only a very small percentage of children and youth of the country. It is these things that the promoters of health, in particular organizations of dentists must act with the government, including the Ministries of Health and Education and the Directorate General of Health; have courage and take the responsibility which they compete.

While not seriously invest in oral health care in all primary schools and health centers across the country will continue to be a European country remembered for the worst conditions of the oral health of the population.

We can not continue to bury our heads in the sand and leave everything as it is the same: the worst thing that today's generation can do is limit now to the oral health of our children and grandchildren, leaving it to luck and who have become first future candidates for adults angry with the system.

445. Eight dentists false sentenced to prison

Eight false dentists were sentenced to prison terms and fines in the last two years, for illegal practice and usurpation of functions, according to data from the Dental Association (OMD). The president, Orlando Monteiro da Silva, told DN that the majority of cases resulted in suspended sentences of two years and payments of fines, which were 800 to 12 thousand euros. The doctor who moved in 2008, 2009 and the first months of 2010 were 47 complaints received and accounted for 38 criminal complaints, eight of which ended in convictions. Until now, we never lose an action, he says.
Although we are faced with dozens of cases of probable malpractice, illegal practice or breach of conditions of hygiene, Orlando Monteiro da Silva ensures that this is just the tip of the iceberg. There are many cases that are not punished and others are not able to prove because of anonymous leave regrets. Although there are plenty of criminal complaints related to situations involving risk of hygiene and sanitation, about 80% are due to cases of usurpation of functions and the unlawful exercise stresses.
In the first case we are talking about situations where those involved do not have the qualifications to practice and still call themselves dentists, in the latter do not have the necessary training, such as dental or prosthetic.
The doctor points to the existence of networks of migration, with doctors who are illegally in the country and are not registered in the Order. Sometimes there are colleagues who are registered and that cover the situation. These doctors come to jump in clinical practitioner of a particular group or to work only three or four months. In any case, there are situations of Portuguese and foreign professionals who are trained but not registered in the OMD or not equivalence asked about the course of another country.

The OMD have campaigned with the authorities in connection with the verification of the units and professionals. The doctor also requests that users, when in doubt, ask the physician's professional identification card and verify the identification of the clinic. The future aim is that people can see a site where doctors are enrolled in the institute.

The complaints and denunciations related to hygienic and sanitary conditions imply a joint work with public health authorities, which may determine the closure of units, even if temporarily. This year alone, ten were closed clinics and offices, but we estimate that there are 30 to 40 closures per year, added the president.

There are many situations that are not used in medical devices allowed. Example is the use of dental implants counterfeit, without certification. They are often low-cost materials that can jeopardize the health of the patient. The complaints stem both from clients and doctors and more health professionals, among others.

The exercise of dentist as well as all professional activities as they relate to oral health is vital to human health, a simple mistake or negligence can come to constrain the ongoing life of a patient, which can assume disastrous repercussions and negatively affect a person's life. Now imagine if such errors or neglect or are committed on young children and the effects that might ensue for the rest of their lives, both physically and psychologically.

It requires a vigilant and permanent authority over all places wherever they make dental care, the ongoing surveillance is the golden rule and safeguard public health.

All dental professionals should have all his professional activity covered by insurance, vocational training should be mandatory and required annually for the professional oral health can continue to carry on its business.

The state shall never allow the pursuit of activities related to oral health if they do not comply with the rules listed above.

444. Over 400 young dentists emigrated to England

There are graduates in dentistry to win around 500 euros. Others, the percentage paid, earn even less. Blame it on the over-licensed, which requires them, often, to look abroad. Only in England are already over 400.

The complaint came from the newly-formed Union of Dentists (SMD), which warns of the difficult integration of young graduates in the labor market. A risk for which the Class Order (OMD) has been warning for some years, before the proliferation of college courses. Portugal now has seven faculties, in which they enroll each year by half a thousand students.

There is an enormous amount of dentists, admits Antony Roseiro of SMD, refusing, however, talk too much. What is excessive is the lack of care, with access to oral care still restricted for much of its population. For lack of oral care in the National Health Service (S.N.S.) - that the program of dental checks only solves a small part of.

On his side, the president of the Dental Association (OMD) prefer even talk too much. Portugal has the most dentists in a country with the accessibility of oral care as our own. Orlando Monteiro da Silva says that there is still the misconception that dentistry is like the rest of medicine and has good job opportunities. It is not quite so.

Result: some willing to work with low salaries, but being an independent profession, free and independent, no agency can interfere in the matter. In 98% of cases, are professionals who work in offices or own the green receipt. Why accept such conditions? Because they are afraid to talk, says António Roseiro. Hence the lack of resources for ongoing training which is essential in the profession, he assures. That leaves the solution of emigration. Only in England three months ago, more than 400 Portuguese were recorded in their bar, ensures the president of OMD. And there's more elsewhere.

The result of decades of health policies pursued by the Ministry of Health, sponsored by the Directorate - General Health and praised by the central block in the National Assembly are definitely lead to chaos for the provision of oral health care in our country. The destruction of what remains of oral health services within the S.N.S. (National Health Service) and the delivery of public health responsibilities of the private economic interests of groups that seek to profit only now beginning to directly affect their own oral health professionals trained in our country.

It is unacceptable to the direct exploitation of young dentists in Portugal, made by clinical and economic groups, with the convenience of the government entities that oversee nothing and leave the working relationships of these highly qualified professionals in situations quite precarious and subject to all kinds of exploitation .

Welcome to the Syndicate of Dentists, is also time to dentists and other oral health professionals to demonstrate firmness and determination in oral public health policies of our country and give a red alert convincing the government to the urgent need for change deep current policies in the area of oral health, starting quickly to the need to evaluate the social role played by these professionals.

443. Project aims to take care of the oral health of disadvantaged children and pregnant

It is shameful the swamp of oral health in Portugal and unfortunately something that has to do from private initiatives and voluntarily.

It is urgent positions in defense of the needy and victimized by the system; oral health should be made available to all Portuguese people in equal circumstances.

The Government, the Parliament and DGS (Directorate - General for Health) need to take urgent measures to put an end to the tremendous inequalities in access to dental care that exist today in our country. It is urgent and needed a major overhaul of current policies in order to channel resources for medical care and empty amorphous bodies that represent costs and have zero value - added to improve the oral health of the Portuguese, the same financial resources can and should allow very best care and oral health.

It takes place on an equal footing the public and private sector, both have to provide minimum services to the population quality in terms of oral health, without discrimination based on income, social class or age of the people.

Is urgent to start promoting preventive oral health, right from infancy, and institutionalize an urgent bulletin Individual Oral Health; see examples made in other countries, much less developed than Portugal but we take many years to advance in terms of oral health.

Eliminate programs were contracting, authentic blue bags are nothing more than mere handouts that solve nothing and let everything stay the same.

Dentists are trained in the country at the expense of taxes of all Portuguese have to be of service to the entire population; its various organizations, all levels are responsible for the good of public health and forcefully denounce and repudiate in the strongest terms the use of oral health as a means of enrichment and manipulation by multinational corporations and economic groups, which severely degrade the accessibility of dental care to those who have more needs and can not do so for economic reasons.

Only then can we have better oral health in Portugal, without this meaning any increase in health spending in the budgets of the country.

If you are unable to act, then put your jobs on offer and let others do more and better.

442. Health risks in one of every three dental

One third of dental clinics have hygiene conditions that may generate danger or serious risk to public health. The bottom part of the report of the Inspectorate of Health Activities (IGAS) under the supervision of a private doctor, made with the support of the Dental Association (OMD). Of the 36 clinics surveyed, 12 were targeted by public health protective measures, including closure.
Hygienic conditions were, indeed, one of the central points of what is the first research done in the area of private dentistry. All 36 clinics surveyed had deficiencies in facilities or in conditions of hygiene, which led to recommendations.

Orlando Monteiro da Silva, president of the OMD, told DN that the situations were not sufficiently serious to undermine the activity, unlike what happened to the 12 units above. Three of them had to close, joined by two more who did so in part because of problems in X-ray.
Most of these irregularities (20% of the sample) involved the materials, which were destroyed right at the moment. Examples are knife blades, or drugs out of time.

Research involved 36 units of the five regions of the country, most of which already had led to complaints IGAS. The Ministry of Health and the OMD emphasize, however, that the early universe involving 46 units, but was eventually reduced. Orlando Silva says that many of these units have closed, but had knowledge of the inspections. We know that some clinics were part of a group.Inspectors also found that 13 clinics had no liability insurance for professionals, a number that reaches 71% of the units when the insurance refers to the overall site activity, which can be tricky if you need to pay compensation. Anyway, this and other irregularities, the passage of IGAS prompted immediate changes after the review.
It is an old problem. No clinic is licensed, despite a 2001 law directs. At the time, nine of 36 clinics had made the request, however, still had no answer. This problem is due to the fact that the law has not been regulated, a situation he expects resolution.
Also the X-ray equipment is to license: license had six, seven already had requested and 22 were illegal.
Positive was another essential component of surveillance: the professionals. Of the 123 dental units, 118 had a professional record. Of the five dentists, four were qualified. The remaining cases were in process of being resolved. Most dentists (99), which join two dentists, were under the provision of services.
All units were managed by medical directors, 64% of whom physically present. But only 40% had designated a surrogate of charge if necessary.

In Portugal, take care and always think twice before you cross the doors of any medical or dental office, beware, because nothing guarantees that come out worst in terms of health.
This not to mention the technical breakdown of the value of consulting for several fictitious receipts and other consultations (practice residual), the promise of higher reimbursements for social security or insurance companies for patients - so easily able to exacerbate the costs of treatments.

441. For the attention of UNICEF and organizations defending human rights in Brazil

* * *

By the facts mentioned it is requested that the Brazilian court acted in accordance with the practical actions by the dentist Wilson Oliveira Santos on the lowest César de Oliveira, serving as example for the entire dental community.

Given the barbaric acts carried out on human minor, fully twenty-first century, calls it the Brazilian justice system that is relentless in the trial of that dentist, so that may be equivalent to who committed heinous crime.

Justice offers benefits to dentist

pulled all the teeth of student

Justice will propose to the dentist Wilson Oliveira Santos conditional suspension of the process that it responds in the second criminal court of Justice of the Federal District and Territories (TJDFT). Judge Geilza Fátima Cavalcante Diniz scored for the May 20 hearing to offer the benefit provided by law for offenses with a penalty not exceeding one year.

The dentist responds to criminal prosecution for having pulled all the teeth of student Cesar de Oliveira, 17 years on 23 September. The boy's mother, Maria Oliveira Aldenora, denounced the case in the fifth police station in the second half of last year. After hearing the witnesses and have the report of the Institute of Forensic Medicine at hand, the delegate Laércio Rosseto became convinced that it was very grievous bodily harm with intent. In the opinion of the police, the doctor would have tearing teeth healthy adolescents.
But when the case reached the hands of the promoter Diaulas Ribeiro, the Prosecutor's Office of Defense Health, perceptions have changed. 439. Oral Health and the civil society movement

The Oral Health is clearly interested in strengthening the campaigns aimed at drawing the attention of the authorities to the urgent need to define a national strategy for oral health in order to eliminate the serious inequalities that exist today in our country.

While dynamic power born from the civil society, aims to draw the attention of Portuguese society and seek all possible solutions that may help to put oral health as a priority condition for the welfare of the human person throughout his life.

The work that lies ahead is very arduous and time consuming; awareness among authorities and the need to alert public opinion to the serious public health problems caused by disdain for the oral health of the population, especially the most vulnerable social groups, such as children, adolescents and elderly, followed by government after government, require a great effort and mobility of people who can give to this cause and who show commitment and concern for the good of civil society in general.

It is time to leave for formal contact with all organs of sovereignty that have some expertise in setting policies for oral health in our country.

If you have some spare time and can contribute to this cause for the good of all, join voluntarily to Oral Health, will gather us all together in order next weekend and define concrete steps that can be followed.

Collaborate: contact the Oral Health by e-mail address tempogero@gmail.com stating your name, occupation, location, telephone number and form of collaboration that aims to provide.

As we grow the number of people interested in this cause, will then set the following strategies and scheduled a formal meeting, a point in the country that is geographically strategic to have a greater presence of people who want to join this cause.

Of the surveys already carried out, approximately 50% of children have cavities and intervention is needed. The Vocational School of Health is committed to providing the local authority statistics of the results in order to inform about the status of oral health in children, said Aguiar Falcão, responsible for Health Professional School.
Under the program, approximately 12 000 children attending the first cycle of basic education will be subject to screening. In this academic year, are addressed those attending the fourth year, and next season will be extended to all elementary school students.
This initiative is part of a strategy aimed at improving municipal welfare and quality of life for people with the ability of management to the open society and involve local actors. We partner with a local entity linked to Oral Health, through a protocol with the Vocational School of Health which aims to disseminate and promote behaviors and habits in oral hygiene and health, noted Councilwoman Mercês Ferreira.

The results of screening are then delivered to the student, the teacher and parents, accompanied by a note, which are suggested best practices for oral health, for example, visiting the dentist, if necessary.

437. fruit peel

The Deputy Director of the Regional Directorate of Education of Lisbon and Tagus Valley, Rosaria Alves, innovated during the visit to the school's number one Coruche to give students candied pear that they had used previously on the grounds that the shell is that the most nutritious fruit. I told them even when they do not wash your teeth, eat a good apple is a good substitute.

The Cavaleiro Andante notes the good advice of the responsible DREL, hoping the children do not take them so far as to eat the shells and discard the fruit ...

Generally endorse the view Cavaleiro Andante. By the way, I suggest the Deputy Director of the Regional Directorate of Education, Rosaria Alves, who remembers to give them good advice to all elements of his family.

There have been a Minister of Health (Correia de Campos) who ordered the boys to brush their teeth to fight an infectious disease (tooth decay), we now have a director gathers the Regional Directorate of Education to recommend apples ...
There is nothing surprising in oral health in Portugal.

435. 11th edition of the Colgate Oral Health and the Portuguese Society of Dental Medicine

Colgate and SPEMD (Portuguese Society of Stomatology and Dental Medicine) boost in March 2010, the 11th edition of "Oral Health Month SPEMD and Colgate. "For a month, doctors and dentists dentists will conduct free dental screenings (without X-rays or treatment) to the population throughout the country, including Madeira and the Azores, with the aim of preventing the diseases of the mouth and enhance the teaching of oral hygiene among Portuguese population.

One of the messages in that professional oral hygiene is going to insist on brushing teeth. This task should be performed after each meal and before bedtime, to reduce the risk of tooth decay, gum disease and bad breath caused by bacteria lodged in the mouth and feeding of food scraps that fall between the teeth.

Not to contaminate the mouth, brushing should be done always with a clean brush and, preferably, adapted to the needs of each. Still, it is advisable to exchange brush every three months and whenever the user through a period of illness.

Oral Hygiene professionals will also be discussing the importance of the elixir and flossing. A truly effective cleaning of the mouth does not release these two objects, ideal to combat plaque, 80% of which is distributed by the tongue, palate and cheeks. Only the remainder is what is lodged between the teeth.

Irrespective of the use daily brushing, flossing and elixir, all professionals Oral Hygiene advocate regular visits to the dentist. The professional assessment of the state of dental health remains the best method of preventing oral diseases such as gingivitis and tooth decay, which does not even generate pain in its early stages.

Thanks to the last of the Colgate Oral Health and SPEMD, launched in 2000, have been performed over 100 000 free dental examinations and prevented untold potential cases of oral diseases.

To participate in the Month of Colgate Oral Health and SPEMD, interested parties can obtain details of your stick closer to his home through the blue line - 808 305 306 - between 12:00 and 23:00.

434. Oral health makes contracts with private: More spending on health was worse

The implementation of oral health programs using the contracting of private policy followed by the last government, has dragged down the oral health of the Portuguese.

In the case of oral health program for children and adolescents, it was not enough to convey to the public idea of a new program, in practice when it comes to replacing one program by another program, now we all know that the new program adds to further discrimination among children and young people with privileged access to that program and the other children and young people who will definitely stay away from any kind of support.

Extremely aberrant is the fact that children and adolescents may only access the program at certain ages: for the government, dental caries and other oral health problems appear in pre-defined ages.

And no one speaks of embezzled thousands of euros to promote media campaigns, as part of the media is already supported by our taxes.

Increasingly seen to indemnify the state by the oral health of the Portuguese, already almost definitely delivered to private interests who seek profit in the first place. We try to squander the last remaining resources in the National Health Service (SNS), many now see as many people as attractive source of profit and less about preventing the greater market share in the future.

One thing all agree are also: implement a bulletin Oral Health for all children and adolescents in Portugal is one thing that you can not hear because it can only be done in less developed countries as Portugal, where parents do not have sufficient income to afford the oral health of children.

The sad thing is the black spot that organizations of dentists may be leaving, to collaborate with all this farce. Does not have any strength to the country show clearly that spending more of our taxes is the worst result in oral health?

433. The confusion of dental checks

National Health Service has issued half a million checks

* * *

With nearly half a million of first dental checks already issued, the National Oral Health will now be extended to children in middle ages. An extension that is not good, since on the one hand, takes children who missed the validity of the check request in 2009 and, second, extending treatment to those that attended last year, they need more monitoring. Thus, apart from children of seven, ten and 13 years who are entitled to two or three valleys, this year's eight, eleven and 14 years of age who need to continue treatment started in 2009 may be referenced by the family doctor.

Moreover, the Ministry of Health decided to open the middle children of these ages the opportunity to once again have dental checks, once in the last school year, have seen their checks expired. At the time, the result of late delivery of the vouchers - which was valid until August 31 - many were left without treatment, as she admits herself Directorate General of Health (which yesterday issued a statement giving an account of the enlargement of PNSO). This year's checks the validity of August 31.

The Secretary of State for Health ensures that the objective in the long term is to ensure oral health care to all children and young people aged between four and 16 years. Manuel Pizarro does not advance, however, that a deadline for universal coverage. Is incremental, told JN. We have a ways to go compared to other countries, he admits.

For the other groups covered by PNSO, Manuel Pizarro speaks in reasonable compliance of pregnant women followed in the health centers, but the low participation of the elderly beneficiaries of the solidarity supplement. A delay that gives the poor access to information. We have to work on a dissemination strategy of the measure.

Checks are issued by family doctors in health centers, giving the user the possibility to choose the private practice who understands among dentists PNSO adherents. Recently, a controversy broke out involving the national debt to these professionals, a problem that is recognized by the Ministry of Health administrative services were not able to answer the flood of checks in the North and Center. But the commitment is to regulate the payments until the end of the month, ensures Pizarro.

* * *

A genuine confusion at the level of dental checks:

- sometimes others are not bald;

- those studying in public schools are entitled to dental check, since those who study in private education is not entitled to dental check;

- Is for all children but do not know if it's for when I have more than 18 years;

- at any time to change the rules;

- the Court has already drawn the attention of the government because of dental checks are a way to further accentuate the disparities between haves and have no access to oral health;

- nobody takes the elderly to the offices of dentists;

- are appalling delays in payments to dentists.

Finally, a complete farce or shame in that nothing is meant to illustrate the design and that the Ministry of Health, Directorate General of Health and Assciação the Order of Dentists traced to the oral health of children, young and old Portuguese.

Just like to know how do you know the treatment needs of each person before even beginning the treatments. And then, if the budget allocated to each child, young or old is exhausted, who will bear the rest of the treatments?

432. The Ministry of Finance does not like patients

The government is preparing to pass in Parliament and referred to the Brussels Programme of the Stability and Growth 2010 - 2013 (PEC). A careful reading of the guidelines that underlie the preparation of the final PEC overlap, immediately, a general increase in taxes paid by each family, by introducing mechanisms that will make indirect taxation substantially reduce the annual repayments.

Thus, the equitable limitation for deductible expenses and tax benefits in place of taxes on individuals (IRS), taking into account the taxpayer's income level is associated with the idea of further reducing the tax benefits to families who have, For example, higher health costs.

Unfortunately, the government seems to want to come to use taxes to penalize those who most need health care, drastically worsening the equality of all portuguese in access to medical care.

Will the government already knows who will be people who will be sick? Using people's health budget to fill holes created in other sectors can only be done by low politics who has not any notion that health is not something you can choose. Unfortunately it was not enough as the dismantling of many services provided by the National Health Service; from now will be also punished those who did not choose to be sick, not to mention the already chronically ill.

Unfortunately, the health of portuguese is actually to be getting sicker.

431. The dark path from childhood in Portugal (part 2 / Conclusion)

Combining the concept of health as defined by the World Health Organization as a state of complete physical, mental and social, not merely the absence of disease, with the Universal Declaration of the Rights of the Child, we can say that Portugal is a country that is in constant violation of human rights by failing to officially recognize as a disease all the pathologies associated with oral health. In this context, our country runs over the basic rights of children and adolescents who, having no psychological maturity, are neglected by the national health service and cruelty of unpredictable consequences for the rest of their lives.

The politics of contempt made by governments regarding the prevention and treatment of diseases associated with oral health is well illustrated by an absence in Portugal, no mandatory screening of all children and adolescents at the level of dentistry. Moreover, governments will closing oral health services that will still exist in hospitals and health centers, taking advantage of the absence of a specific technique for career dentists, dentists and dental hygienists from within the civil service.

The use of service contracts with private, within the oral health, lately made by governments, shows total inaction by the Ministry of Health and Education in face and resolve the problem by putting public health in the hands of economic interests alone.

We are witnessing the delivery by the government, the responsibilities of oral health to entities that often manifest a clear lack of ethics and never showed interest in making primary prevention, usually associated with or colluding with business groups and multinationals that want to maintain the current landscape in order to ensure customers in the medium and long term.

The consequence of outrages against human dignity committed by the previous and current governments in the context of oral health, with the connivance of organizations directly and indirectly related to oral health, resulting in the worst abuses of the rights and dignity of the human person, in the latter case, are victimized by the system, since it can not choose to be born into a rich and powerful family, with all rights, and a family destitute and poor, who are denied all their rights, since they can not afford them.

While government associations and groups involved in oral health signing up to the current situation, we are daily violating the most elementary rights of the Universal Declaration of the Rights of the Child, which prevents a very large percentage of them may never have adequate oral health treatments with unpredictable consequences for the rest of their lives.

How long will you continue this atrocious policy of oral health in Portugal? After all, where is the ethics of oral health? The sensitivity for oral health problems, particularly in childhood and adolescence, requires a completely different behavior on the part of the current government and entities connected to the practice of dentistry.

Are they also expected to occur to the suicide of a child or teenager why you were denied oral health care?

Saturday, 12 March 2011

430. The dark path from childhood in Portugal (Part 1)

Last week was notorious for Portugal to become a country where there are children who commit suicide are victims of Bullyng in school.
Unfortunately, the degradation of living conditions of the working population, subject to all sorts of social humiliation, either in industrial relations or the relations of social integration has dramatically complicated because the family monitoring their children's education.
Increasingly witnessing the closure of a whole range of social supports neighborhood that marked the quiet environment of small rural and urban environments. The policy of strangulation of public services provided to more remote from major media centers, made by past governments, has increasingly worsened the living conditions of the overwhelming majority of the population of these areas is increasingly unprotected access to essential supplies, including to health care.
The deregulation of labor laws throw the overwhelming majority of the working classes to work schedules completely inappropriate to the educational support of children; the closure of thousands of primary schools and the concentration of hundreds of children and young people in larger school environments severely depersonalized relationship closeness between teachers and students; extending completely atrocious school hours does not translate accurately any benefit for healthy children and young people, education for health care simply does not exist in the overwhelming majority of schools, the attendance of children and youth with educational needs has been severely curtailed by recent governments.
All this reflects negatively on the personality of children and youth, today more than ever just to learn authentic machines, even though they have no capacity to do so.
The irrational disarray of basic education in the country then, no one actually knows what the capabilities that a young person should acquire by the end of his academic training and is a symptom that illustrates the dark path taken by the current rulers.
In the area of primary health care, is truly appalling what is happening in school health in the country: the overwhelming majority of the primary school makes no medical checks over the years attending school. In the context of oral health there is no control of the situation and the overwhelming majority of children and young people are never examined and properly treated throughout their school life, with appropriate consequences for the rest of his life.
In a country where many thousands annually spend billions of euros in investment return highly doubtful, the primary care of children and young people are neglected by purely educational system.
All these dramas illustrate the role and incompetence of politicians who have ruled the country since April 25, 1974.

429. Smoking causes 19 out of 20 tumors of the mouth

Among people who develop cancer of the head and neck, 95% are smokers or have a history of smoking. The study of the Cancer Institute of the State of São Paulo (ICESP) also shows that men account for 90% of those affected, reports the Estadão.com.br website.
The survey was conducted with 327 patients at the institute. The data refer to tumors affecting the aerodigestive tract, ie, mouth, pharynx, larynx and trachea. According to the oncologist ICESP Gilberto Castro, 65% of the cases correspond to tumors in the oral cavity and pharynx.
Smoking is the main risk factor for cervical cancer. The consumption of alcoholic beverages, especially distilled, also increases risk. Generally, the two habits are associated, said Fernando Luiz Dias, head of the Head and Neck Surgery of National Cancer Institute of Brazil (INCA). The action is cumulative. The time that the patient smoked and the amount of cigarettes a day makes all the difference.
The expert explained that the problem is more common in men not only because they smoke more, but also because they are careless of their oral health. The presence of plaque and broken teeth that cause chronic trauma on the cheek, for example, also increase the risk. Infection with human papillomavirus (HPV), which occurs through sexual intercourse, can cause throat cancer.
Because they are in visible locations, these tumors can be detected early, even through self-examination. But according to the oncologist ICESP, over 70% of patients who seek treatment are already in advanced stage disease. If treated early, the chances of cure are good. But like most is late, 70% will die within five years. Often those who survive are left with consequences affecting the quality of life, he says.
In addition to lumps in the neck that lasts for more than two weeks, other symptoms of this type of cancer are red or white patches, mouth ulcers with bleeding and delayed healing, changes in voice or persistent hoarseness and difficulty swallowing.
* * *
Please continue to smoke. What my tax money can then be diverted to pay for the treatment of cancers that you have come to this, instead they can be channeled for the prevention and treatment of dental caries of children and young people. The Portuguese government to thank for their addiction.

428. How can an order to stop humiliating the Government itself?

Government pays dentists checks without a bank guarantee
* * *
There are thousands of dentists, especially in northern and central Portugal, to whom the State has tens of thousands of euros since last year, for services rendered in connection with dental checks. The aggrieved and indignant, saying that the government checks are bald. I know colleagues beginning their careers, which are going very badly, because, having not yet customers, had the dental checks to pay fixed costs arising from the conduct of business. Only, as the state is the first to give a bad example, bad pay, not those colleagues now have to pay up, the materials used with patients sent by the Ministry of Health, assured, to JN, a physician Porto, whom the Regional Health Administration of the North owes about six thousand euro since October 2009.
The JN contacted the Ministry of Health, regional health administrations (ARS) North, Centre, Lisbon and Tagus Valley, Alentejo and Algarve and the Order of Dentists to determine the total amounts outstanding, from the creation of dental check, in June 2008. However, only the ARS Lisboa e Vale do Tejo, unless challenged, said: 178,960 euros. The ARS that are the worst paid in the North and Centre. The best are those who pay the Algarve, Alentejo and Lisbon and Tagus Valley.
There are doctors in the North, thus far, has not received any service within the dental checks. Most, however, not received since October 2009. The João Pedro Oliveira of Clinical Cértoma in Anadia, ARS Center should, since half a year ago, about ten thousand. Ana Lampreia, Supermed Clinic, ARS Alentejo is about 800 euros. But the examples are more than many. The JN heard more than fifty dentists and all complain of late payments incomprehensibly.
Ana Filipa, Braga, says he attends a clinic where, since July 2009, patients with dental check, ARS North never came to pay him any service. Maria José Cameira, Faro, criticizes the bureaucracy leading to payments and says it takes less time to meet some patients than to fill their forms. André Neto, Alfacinha Smile Clinic in Lisbon, says that what you usually have outstanding enough to pay to an employee and who had to live with the money of dental checks had already died. Rita Barroso of Coimbra, complains of not receiving since October 2009.
At JN, Filomena Lages, ARS Center, acknowledged that unpaid invoices with about four months, but attributed some blame to doctors who meet the forms incorrectly. Antonino Leite, the ARS North blames the workload.

427. PORTUGAL THE XXI CENTURY: The misery dragged 36 years after the implementation of democratic

In 2009, the solidarity of readers JN reached 19 families through the line Every man is my brother. The donations helped to significantly improve some of these lives.
Help - in most cases money - contributed, for example, less shy smiles, or for someone to read or walk down the street without tripping. There were lots of requests for oral health treatments, usually very expensive and out of the National Health System were also many requests for help to buy a pair of glasses.
Every week showered aid requests to the wording of JN and most of them have already arrived without any hope or expectation of response. For many, JN was the latter. This is the case of Mary, for example, which ran many dentists who have no hope and asked All Men support to pay for dental treatment of their child. Mary said to JN have been surprised that his letter had answer.
All cards are properly analyzed, and verified the accuracy of their content. After it is published and the generosity of the readers do the rest. This year - a donation in donation - rose to 19 households.
The same item won enough for a hundred Christmas baskets for needy families.
* * *
If the Minister of Health, Director-General of Health, the Presidents of the Medical Association, the President of the Dental Association and the Minister of Education had the merit to live in the very same living conditions for six months, that the people portrayed in the news and sure enough they would have a performance of health policies in the country quite different from the trading floors that continue the seven winds.
Unfortunately, democracy and equality in the day that end there are elections.
