606. Portuguese university contested in France

A Portuguese private university is training health professionals in France by 9500 euros, bypassing the selective admission of universities.
The University Fernando Pessoa, based in Porto, opened in Toulon and has training for dentists, pharmacists, speech therapists and psychologists. According to Le Monde, there are about a dozen of registered dental students after they have paid the said amount. But according to this newspaper, the students enrolled in this university are moving in front of students each year fail to enter a university because of the numerus clausus of the French educational institutions, which limit the number of admissions in the courses.
The National Union of Dental Surgery Students already rebelled against the existence of the Portuguese branch in that country and believes that this goes against the principle of equity in higher education and directly surrounds the health education system, including the numerus clausus.

603. Cheques dentists turn to be issued

The distribution of dental checks returned this Wednesday to be held, after being suspended about two months, confirmed the president of the Order of Dentists, welcoming the amount of EUR 16 million for the program. Today at 00h was given an indication to remember that the issue of dental checks resumes its normal course, as the Directorate General of Health [DGS] had already informed, said Orlando Monteiro da Silva, chairman of the Dental Association in speaking to Lusa.
For the sake of rigor budget management, the DGS proposed in late October, the temporary suspension of the issue of dental checks for school children up to December 31, 2012, remaining unchanged the process of issuing checks to other target groups of the program (pregnant, elderly, patients with HIV / AIDS). All goes according to plan, the president has confirmed, adding that health centers, schools and regional health authorities have been advised of the regularization of the situation.
Orlando Monteiro da Silva was even pleased with the budget allocated to the oral health program in the state budget this year, which is at least equal to the year 2012 (EUR 16 million), as had already announced the Ministry of Health. However, the president of Dentists looks forward to the detail of the ministry's budget to see if there is a reinforcement of this money in the program to include screening for oral cancer.
In 2012 dental checks covering approximately 400 000 users were issued, of which 300 000 correspond to school children and 100,000 pregnant, elderly with solidarity supplement and patients with HIV / AIDS.

602. Secretary of State for Health: go away

Portuguese should prevent disease, says Ministry - The Secretary of State for Health, Fernando Leal da Costa, believes that the Portuguese have an obligation to contribute to the sustainability of the National Health Service (SNS), preventing diseases and using less services. If we each citizen, do not do anything to reduce the potential of one day being sick, so we can collect more taxes to citizens, the SNS will be later or earlier, unsustainable, said Fernando Leal da Costa, in Speaking to Lusa.
Stressing that the maintenance of the SNS is undisputed for the Government, the Secretary of State Assistant to the Minister of Health says it is not enough to tax and it is necessary that citizens begin to have an attitude of prevention of diseases that they might not both services health.
The chairman of the Medical Association stresses that prevention of disease is a part of the Government itself, who advised the Portuguese to avoid the visits to public hospitals. It is clear that more can be done by preventing the level of governmental responsibilities, particularly by insisting more on health education and disease prevention in schools, correcting and stimulating lifestyles, said the TSF.
José Manuel Silva understands that users are not only able to prevent their diseases. Also using taxation to guide citizens to opt for styles of food and healthier life, concluded, in reaction to statements from the Secretary of State for Health.
* * *
Today was clearly demonstrated the existence of lobbies (group of people involved in trying to influence legislators or other public officials in favor of a specific cause) in order to transform the SNS into a paid service for citizens, regardless of mandatory taxes imposed by political power and lowering wages. Thus, before the sharp contraction in disposable income, political power follows the reverse policy advocated by the founders of the National Health Service, making less and less accessible to the population in general medical care, supported by the President of doctors. Open to privatization of health in Portugal; the large economic groups now have the ability to compete with the National Health Service: the government and the president supports the doctors helps out in the initiative.
Within oral health, Oral Health has consistently touched the various entities to constantly deteriorating accessibility of most of the population, particularly the most disadvantaged social classes and age groups of the most vulnerable, especially the children, adolescents and the elderly. 535 posts (read here) and 536 (read here) were sent to the Ministry of Health; detailed analysis of the various proposed solutions to the poor oral health of Portuguese could be the starting point for changing the current quagmire in providing dental care in Portugal. Unfortunately, the Ministry of Health did not respond to the letter until today; Simple measures could halve the costs necessary for the provision of oral health care.
Unfortunately, the current government follows the same line of action of the previous government, preferring that the Portuguese continue to spend exorbitant amounts to have access to oral health care; when the Secretary of State for Health speaks on the importance of disease prevention (after all, where is the Individual Bulletin Oral Health for all children and adolescents Portuguese?), it is good to remember that your government gives the worst example of this practice when resorting cuts of oral health care for children transferring money to large financial groups of the world banking. The Ministry of Health follows a dying policy, depending on the interests of private economic groups and banking, trampling the basic rights of the Declaration of Children's Rights, Portugal rectified by merely cowardly acts when the experts know that investing 100 euros in oral health translates If a saving up to € 3000 in the future.
Already had a former Health Minister Correia de Campos adept at using toothbrushes to combat infectious diseases (dental caries); already had a high official of the Regional Directorate of Education of Lisbon and Tagus Valley to recommend the consumption of fruits to combat infectious diseases (dental caries); now we have a Secretary of State for Health that asks not to use both Portuguese health services (as if each of us could choose when we get sick).
Secretary of State for Health: put the job position available to those who can do more with less money by the Portuguese.

It has been proven by experts that start today to invest in oral health can save large of billions of our tax dollars in unnecessary spending on oral health in the coming decades. Manage to summon and face with courage and determination throughout the kind of cooperation and vested interests in the industry and able to copy the best examples that are done in the world in terms of oral health.
Is required scrupulously to the country's rulers immediate access privileges to oral health for all holders of political power order. Summon immediate replacement in the coffers of the state of all the stolen money in fraudulent by politicians who ruled Portugal from 1974 to today schemas: tens of billions of euros to be recovered one by one, each of the required political (old and current) that is served from its privileged position in power to make wealth, at the expense of labor and sacrifices of civil society.
Unfortunately the current existence of children and young people in Portugal with dental caries, while former and current ruling politicians of all political parties, make fortunes with scams; demand is justice and imprisonment for such crimes, unpunished currently in Portugal.
That the President of the Republic, Aníbal Cavaco Silva, is the first portuguese politician to put into action the immediate interests of this gambling and theft of public money order; portuguese children thank their excellence is to do something for your oral health.

598. Portugal has the worst oral hygiene in Europe

Portugal is the country with the worst oral hygiene in Europe, with almost all children have at least one cavity and most seniors without a single tooth, said the Chairman of the Dental Association. According to Orlando Monteiro da Silva, some studies have revealed worrying data that put Portugal on the tail of the 25 European Union countries. These studies reveal that sixty-five percent of people over age 60 do not have a single tooth in his mouth, said the expert.
Close to one hundred per cent of children aged trial key - 5/6 years and 9/10 years old - have at least one tooth with caries and some of these children already have 70 percent of decayed teeth, torn or filled, said. If children are educated from an early age, they gain the habit of taking care of teeth and will never fail to meet rules of oral health and dental hygiene, said Orlando Monteiro da Silva, for whom the major problem is the lack of education of the young, both by parents and the State.
In the opinion of the physician, parents do not instill these habits in children because they did not have them. The adults even when they go to dentists and are properly instructed only follow the advice in the early days, but as no background fails to meet the established rules, he said. Orlando Monteiro da Silva also blames the state for the lack of education of the population, and especially children, instead of promoting oral health policies in schools, nursing homes or day centers.
Stating that meets on campus these shortcomings, the president said that in retirement homes no one who knows how to sanitize a prosthesis and in centers with deep bedridden disabled children there is a total lack of that in these cases a specific antibiotic should be placed in the mouth to sanitize. State support should also go through the investment in the National Health Service, defended, considering unacceptable that hospitals and health centers do not have dentists.
The Ministry of Health treats people as if they had no mouth, he lamented, adding that most Portuguese do not have access to dentists - that carry out in private clinics - for lack of economic means and information. To Orlando Monteiro da Silva, this does not state investment is a huge mistake in terms of public health.

593. How many dentists work in Portuguese schools?

One in ten dentists Portugal left to go work in another country, and this output is to be stressed for lack of alternatives, said the president of the Portuguese Dental Association. Orlando Monteiro da Silva said that since late 2009, has migrated about 700 dentists, representing 10% of professionals authorized to practice dentistry in Portugal.
The Dental Association is aware of these data through license applications equivalences that these dentists request, in order to work in member states of the European Union and other countries. According to Orlando Monteiro da Silva, this output has arisen in the last year and there are whole classes who complete courses in dentistry aware that they are working outside of Portugal. The main countries of destination of these dentists are the UK, Sweden, Switzerland, France, Luxembourg and Norway.
Orlando Monteiro da Silva considers that the conditions of work, and their remuneration, these dentists are in destination countries, are good. A newly graduated dentist can receive between 500 and 600 euros in Portugal, if you are lucky to get a job, and ten times more in England, for example, said. It is good to practice in other countries, but what is negative is when it emerges as a fatality, he said.
Orlando Monteiro da Silva also revealed that in addition to young people, also dentists with ten, fifteen year career are increasingly looking for a job abroad for lack of reply in Portugal. According to the document numbers of the Order of Dentists, which reveals the 2012 statistics of the profession, in 2016 there will be 11,510 dentists in Portugal, a number 55% higher compared to currently registered.

592. Portugal and Brazil: two realities of oral health public policies diametrically opposed

In Portugal it suspends the Oral Health Programme for children and young people; in Brazil strengthens its focus on providing the highest standards of oral health care to the population:

591. PORTUGAL: Infant Oral Health Program suspended

The government suspended issuing checks dentist for children and young people. The Ministry of Health cites budgetary reasons to suspend the measure for the beneficiaries of 7, 10 and 13 years. The suspension is effective immediately and will run until the end of year year. Dentists checks were created in 2008 under the National Oral Health. More than 1 million people had access via this route to specialist appointments. In 2011 alone more than 500,000 children have benefited. The Cheque dentist keeping for all seniors who receive the solidarity supplement for pregnant and suffering from human immunodeficiency virus.
* * *
In Portugal, a country that is part of the European Union, the program was suspended oral health check - dentist for children. In Portugal children now have no right to oral health care, thus violating the Universal Declaration of the Rights of the Child. All knew that this program covered only 10% of children's needs; Now the program has been canceled.
In past and present rulers Portugal divert billions of euros of public funds for own benefit, without being tried and convicted. However, children are penalized for not having voice to defend them.
Portugal has a political system which guarantees protection to criminals who run the country and tramples the universal rights of children.

589. Provision of oral health care: when officials interests lie

I remember when I was 12 or 13 years and would treat the tooth, the dentist initially applied anesthesia as early as six or more people, whether young, adult or old people, I think always with the same syringe and anesthesia, and then began to do extractions, also in the same order that had given anesthesia if perhaps something went wrong, would send the patient back after two weeks to continue treatment, which sometimes to extract a tooth or a root, involves two or three queries, leading in some cases weeks to complete the treatment.
* * *
No - ray or other diagnostic. And with the complicity of the Health Centre, the Regional Directors of the Alentejo, the Directorate - General Health and Ministry of Health. So it was the oral health of children in the seventies and eighties of the last century in the Health Center Alandroal.
Although full knowledge of all truth, that former directors Health Centre today already removed from office, categorically deny there have been any dental service; these clinicians is desired that their children and grandchildren never ever have to go through even as there are people who were marked physically and psychologically for the rest of my life because of dental treatments they had in childhood that Health Center.
Unfortunately no one is interested that do justice to today who were committed heinous acts described if tries at all costs to cover up the facts and deny the reality that they may be undischarged criminal and civil liabilities. That is the current policy of the Ministry of Health, Directorate - General Health and the Regional Health Administration of the Alentejo.

588. Dental checks: Uses students to circumvent the state

Dentists gave the 50 needy students, but when the time to ask for payment to the State arrived, claimed the triple. In total, the dentist with an office in Porto, ripping off the state in 4000 euros. Consisted accused yesterday by the National Anti-Corruption Unit of the Judicial Police for forgery and fraud.
The investigation lasted several months ago, in the fight against fraud in the National Health Service. The dentist worked with a school of Porto, in the Information System for Oral Health (SISO) that is part of the program in which the State finances dental care to needy students. The school gives dental checks students and then the state pays for visits to the dentist.
The doctor met 50 students from the same school. These were just a consultation but the dentist charged to the State three visits to each of the students, ie four thousand euros. The investigation moved as the cases are students at one school. Searches were done in the doctor's office and confirmed that the children only had a query. The Judicial Police are investigating whether there are more cases in other schools.
* * *
This is a real example where the existence of checks notorious dentists proves to be completely absurd and that children are treated as numbers, not taking into account their actual oral health needs.
Children should have dental treatments depending on your needs; checks - dentists constitute a program that limits children's access to oral health. The Dental Association should report the situation and urgently request the replacement of the oral health program based on checks - Dentists in another program that defends the real interests and rights of children and young people.
Collude with the current oral health program for children and youth means paving the way for all sorts of illegalities. Only a program based on clinical criteria may give credibility to a real infant oral health program.
